is bathroom steel framing needed to be connected to the earth-bonding of the main earth of the electrical installation, even if it is bolted to the concrete surface?

Doesn't matter that it is bolted to the floor.
See AS/NZS3000:2007 5.4.6.2.
The conductive reinforcing in the slab should also be bonded to the installation earthing system see AS/NZS3000:2007 5.6.2.5.

It's not bonding, it's earthing. And it has nothing to do with being a bathroom or not. As per Sarmajor's link - 5.4.6.2 (and probably 5.4.6.1). The whole frame needs to be earthed.

And as there is a bathroom on the slab, the reinforcing in the bathroom (or the whole slab) should have been bonded as per 5.6.2.5
