No , but for the sake on an inspection fee a lot of firms get it done.

Does the switchboard that is being upgraded have an existing MEN link?
Will you be changing the installation earthing system from the old water pipe to a new driven electrode?

Many factors to be considered.

Will you be changing the installation earthing system from the old water pipe to a new driven electrode? — No the dwelling is part of a complex of units with a main earth supplied with the mains, fed from a meter box(multiple meters - one for each unit).
