Hi I am a retired industrial electrician, looking for advice on builders supply installation procedure for my own house build, thank you

Do you still have a current practicing license?, If not you will need an electrician with one to install it as with out a current practicing license you are essential operating under the homeowners exemption, this does not allow to set up a builder temp supply

Yes you're going to need a practising electrician. And an inspection will be required to get it connected.
The electrician should let you help with the work.

The basic rules are in AS/NZS 3012; but details will vary between areas and between retailers.

"3012 is not directly mandated by ESRs, but is cited as accepted means of compliance. But it is indirectly cited as mandatory by "3000". And periodic verification of all BTSs, every 6 months, is required to be i.a.w. "3012" [ESR 75].

Some of the practices that have become common practice are in fact non-compliant. For example, it is possible to use the house-to-be's meterbox as the enclosure for the BTS, but I've never seen it done in a manner that fully complies with '3012". There are areas where the network sit the BTS on the road reserve outside the site, eg strapped on top of a distribution pillar,with no electrode. That's non-compliant.

Whether or not the BTS is metered depends on area & retailer; though most are metered.

Best option will be to find an inspector in the relevant area, and find out what the options are for that area.

There are a number of requirements for a builder's swbd that a meterbox cannot meet without modification.
Eg Strain relief bar, ability to secure door closed with cords in place, bushed exit for cords, etc.
