Can someone please tell me where i would find the rules on the location of a extraction grill above a outside hotwater unit.

By "extraction" I presume you mean an air exhaust outlet? If so, I can't see any reason for a restriction. Might be different for an air inlet, due to risk of sucking in combustion fumes; but not aware of any particular rules.

The general requirements are in clause G4 of Building Code. In the Acceptable Solution G4/AS1 clause 1.5.1(d) says air inlets must be located to avoid contamination from any local source. The accepted Standard for design of mechanical ventilation is NZS 4303.

Another place to look is the Gas Code AS/NZS 5601.1.

Every gas fitter should have a copy it is the equal for them to as AS/NZS 3000 is for electricians
