Hi guys, was in the roof space today doing a visual and saw wires in wooden casing with no covers and joins in the roof space with no junction boxes therefore exposing basic insulation. The wires were cloth. Am I required to report this to the homeowner and does this need to be replaced asap? Its effectively a few meters basic insulation exposed in the roof.

That will be VIR cable (vulcanised india rubber), ie rubber insulation with cotton braid over it.

must always be enclosed, so yes something you should report; and yes should be remedied.
